Not every researcher believes a kill switch is the best way to regulate artificial intelligence. Dylan Baker, lead research engineer at the Distributed AI Research Institute, said the phrase is too vague and could allow technology companies to shape the idea in ways that benefit them.

Instead, Baker supports broader safeguards modeled on privacy protections, child-safety rules and regulations for other industries that can cause significant harm. Such measures could include mandatory testing, incident reporting, independent audits and clear liability standards.

Other experts believe an AI emergency brake remains possible if it is designed into systems from the beginning. Brown has called for standardized stop protocols across companies, while Nitzberg said carefully engineered software could still provide hope.

Nick Warner, CEO of cybersecurity startup Neo and a former SentinelOne executive, offered a more cautious assessment. He said a kill switch is “not too little, but it’s probably too late” to serve as a complete solution to the many risks and benefits associated with AI.

The central challenge is that artificial intelligence is advancing faster than lawmakers can write rules. By the time regulations are finalized, new models and capabilities may already have changed the risk landscape.
