Docs and police statements reveal that two former Phoenix police officers have been arrested and charged with multiple felonies after allegedly conducting an unreported traffic stop and using violent force against a man and a woman.
Phoenix Police Chief Matt Giordano announced Saturday night that Luis Vasquez Jr. and Antonio Felix had been arrested and fired from the department. The former officers allegedly punched, restrained and used a stun gun on the two individuals during the incident, according to a police report obtained by ABC’s Phoenix affiliate, KNXV.

According to the report, the pair said the officers approached them while they were still inside their vehicle. They alleged that the officers punched them, restrained them and used a stun gun during the confrontation.
The man also told investigators that one of the suspects allegedly pulled out a handgun, counted to three and threatened to shoot him if he did not leave the car. The woman reportedly was handcuffed and pushed face-down onto the ground.
The man eventually escaped, returned to his vehicle and drove away, according to the report. His car later broke down in Tempe. While waiting for assistance, he reportedly told an officer who responded to the disabled vehicle about what had happened.
The woman told police that the suspects released her after the man fled. She also alleged that they warned her, “We know where you live now.”
Former Officers Fired After Explosive Investigation
Chief Giordano said Vasquez and Felix were interviewed by detectives for the first time on Saturday before being arrested. He said the investigation uncovered information showing what he described as “egregious criminal conduct.”
